Ward to Unveil "Jennifer's Law" in Wake of Westmoreland County Murder

Harrisburg – State Sen. Kim Ward (R-39) on Monday will unveil her proposed "Jennifer's Law" named after a Westmoreland County woman who was tortured and murdered.

The news conference will take place Monday, June 21 at noon in the Capitol Media Center in the East Wing.

Three men and three women have been charged in connection with the torture and stabbing death of Jennifer Daugherty, a woman with mental disabilities, in Greensburg earlier this year.

Ward's legislation would establish a legal obligation for witnesses of a crime to contact law enforcement. Also, Ward will discuss her concern with housing shelters not screening guests for criminal backgrounds. One of the defendants in the case had a Protection from Abuse order against him.
